Annoying "Service limitation exceeded" message

Opening this link confronted me with a page stating some thing like

• " Service Limitation Exceed
  Wait a few minutes
  and try it again. "

The message was very irritating,
espcially as it was not gone after several minutes

At end

• it was necessry that the browser contained a tab
  with a login to my GitHub Account
  and this bogeymen page was gone.

In my opinion it is a bug that such a bogeymen page pops up.
